Touch move means exactly as it says. If it’s your turn and you touch a piece to move it, you must move that piece. Although, for beginners learning chess, this rule doesn’t always apply, but it’s a good habit to think about what piece you’re going to move, where you’re going to move it, and what might happen during your opponents turn.
